EP3 wheel arch tinworm

As it has been dry for the last six weeks, I've had a good look around the rear wheel arches down to where they meet the sill,. There are a lot of rust spots on the rolled inside edge of both arches, and there is flaky rusty metalwork down the bottom where the arch meets the sill, especially the passenger side.
EP3 is 2003 and is high mileage. Is it worth just painting/spraying a rust treatment onto everything that I can see for now while it is dry and hot, and hope that the rust doesn't run too deep?
